Expensive, slow, delayed and without source codes - MUK module of slovensko.sk portal - NKU
Bratislava, 17th December 2021 - The module of official communication (MUK-P)[1], a 34-month delayed part of the Central Government Portal (UPVS), can be described as a prime example of misconduct in informatisation, including the so-called vendor lock-in problem. In the conclusions of the audit of the cost-effectiveness of the creation of the MUK-P, the Supreme Audit Office of the Slovak Republic pointed out that the National Agency NASES had not only given up ownership of the copyright of the UPVS or the source codes in a 60 million contract back in 2010. Therefore, the state does not even have the right to make changes and the price for the purchase of these rights has risen to 210 million euros. The MUK-P module itself was created at a cost of EUR 3.2 million as a "tailor-made solution", despite the fact that a commercial, several times more powerful and significantly cheaper (boxed) solution was available on the market. Even after the second contract of 2017 and its ten amendments, the system has not been handed over. Despite the fact that it is non-functional, only 15% of the price of the work, i.e. EUR 482 thousand, remains unpaid. The SAO referred the findings to the law enforcement authorities.
