The construction of the Valaliky and Rimavská Sobota industrial parks was poorly managed

Bratislava, 15 November 2024 - The preparation and construction of the Valaliky industrial park near Košice and the park in Rimavská Sobota were characterised by non-conceptual, insufficient and non-transparent management. This was subsequently reflected in the failure to meet construction deadlines, which caused Slovakia to face reputational and financial damage. In fact, we may be penalised for non-compliance with contracts with investors who are to operate in the parks. This follows from the audit of the Supreme Audit Office (SAO) of the Slovak Republic, which investigated the implementation of recommendations from the previous audit from 2021 in selected commercial companies under the jurisdiction of the Ministry of Economy of the Slovak Republic. "Due to non-compliance with contractual deadlines, we are talking about possible sanctions of up to EUR 36 million or even the possibility of investors withdrawing from the contract," warned Jaroslav Ivančo, Deputy Head of the SAO SR.

In the case of the construction of both parks, the state's companies, MH Invest, s.r.o. and Valaliky Industrial Park (VIP), s.r.o., failed, as did the Ministry of Economy itself, which insufficiently fulfilled its control tasks as their founder. Therefore, the state auditors recommend that the parliamentary economic committee intensify public scrutiny by requesting regular annual reports on the implemented expenditures and the fulfilment of objectives concerning preparing industrial parks. The SAO deputy chairman pointed out that the aim is a higher degree of public information and control in reparing the state's strategic investments. "This is big money and big expectations, so systematic public and parliamentary pressure on the executive management and compliance with the state's commitments is also necessary to prevent potential damage," Ivančo added.

The two projects also share other shortcomings. The audit team was not provided with any documents, analyses or studies that were used as a basis for concluding the investment contracts. The contracts with companies located in the parks show signs of unilateral advantage. In fact, contractual penalties are only threatened to the companies of the Ministry of the Economy of the Slovak Republic; investors are not threatened with any penalties for non-fulfilment of the contractual conditions.
